Turning operating needs into fundable, comparable investments
Context
Operating issues, safety requirements, reliability needs and growth opportunities arrived from operators and plant managers as problems, not as projects.
Approach
Each need was converted into a defined project: scope, WBS, cost, schedule, risk, CAPEX/OPEX treatment and expected return, at a level of definition sufficient for management decisions.
Monthly portfolio reviews compared both value and level of definition. Projects with stronger returns, clearer scope and higher definition moved forward for prioritization and strategic planning.
Value Improving Practices were applied as a habit of challenge — improving the investment proposition, not only the design.
Range of the portfolio
Sustaining and reliability work such as electrical modernization of substations feeding operating facilities; production-improvement projects on process equipment; and growth cases such as evaluating a rebar cut-and-bend operation, including equipment manufacturers and regional location strategy.
A good idea does not become a good investment until its scope, value and uncertainty can be understood.
